Should there be an an appeal for the flooded out people of ermouth? Obviously waiting around for governmen?

promises to materialize is like waiting for a referendum on the Lisbon treaty. The only thing that may be a problem is who to give the money to? If the floods had happened in Africa there would have been an appeal on the news in about 10 seconds, so why not when it happens in Britain?
