Does anyone remember when Cute Kip (Billy Gunn) wasn't a joke?

Remember back in the late 90's, when he was Bad *** Billy Gunn? WWE pushed him really hard. Does anyone remember what happened? With Road Dogg, the New Age Outlaws were one of the best and most popular tag team ever. I understand that all things have to end, but why didn't he get a big singles push? He was really good from what I can remember.
